Votifier changes

Since there are now a lot more sites to vote on, I've decided to lower the amount of diamonds given per vote to 2. This is so the "economy" will not be flooded with diamonds more so than it already is. I will be adding 2 TNT per vote though to go along with the diamonds.

Update: Voting now gives 2 diamonds, 2 iron ingots, and 2 TNT per vote!

In other news, Spout is disabled until they release a new recommended build. The current build was causing double server messages.
