In factions, powerOfflineLossPerDay will be set to 1 on August 11th. This means that you will lose 1 power every day you don't log in. Power will not drop below 0 from this though. Note that this power loss will be applied retroactively to inactive accounts. In other words, if your friend hasn't logged on in 10 days when this change happens, he will automatically be deducted 10 power. This why I have given you a week to prepare. Kick your inactive members or login to your dang alts.
Also, remember that being inactive for 2 weeks causes you to be autokicked from your faction.
